- SEOUL ACCEPTE LES REGRETS DE PYONGYANG APRES L'INCIDENT NAVAL

SEOUL (Reuters) - Séoul a jugé "très importants" les regrets exprimés jeudi par la Corée du Nord concernant l'incident naval qui a entraîné la mort de cinq marins le mois dernier en mer Jaune.

La Corée du Nord semble ainsi se départir, sur ce sujet, de sa posture belliqueuse qui avait entraîné une nette dégradation des relations entre les deux pays. Ces derniers sont théoriquement toujours en guerre en l'absence de traité mettant officiellement fin à la guerre de 1950-53.

Le message transmis sur la ligne du téléphone rouge par le responsable gouvernemental nord-coréen Kim Ryong-sung au ministre sud-coréen de l'Unification, Jeong Se-hyun, propose également la tenue d'une réunion de haut niveau début août, a déclaré à Reuters un porte-parole du ministère à Séoul.

Le ministère sud-coréen a réagi en publiant un communiqué qualifiant le message de Kim de "très important dans un contexte de détérioration de l'opinion publique envers la Corée du Nord et de dialogue au point mort Nord/Sud et Corée du Nord/Etats-Unis".

"Nous considérons l'expression de regret de la Corée du Nord et sa référence à des efforts en vue de prévenir de nouveaux incidents comme des excuses de fait", poursuit le ministère dans un commentaire diffusé par la radio.

Le responsable nord-coréen a aussi proposé la tenue, le mois prochain au Mont Kumgang, une station de villégiature de Corée du Nord, de réunions de travail en vue de la reprise de discussions ministérielles. La Corée du Sud a fait savoir qu'elle était prête à une reprise de ces contacts.

Pyongyang rendait auparavant Séoul et Washington responsables de l'incident survenu le 29 juin lorsque des tirs nord-coréens ont coulé une frégate sud-coréenne. Le drame a fait cinq morts et 19 blessés parmi les marins sud-coréens et il a aussi fait des victimes parmi les Nord-Coréens.

INTENSE ACTIVITE DIPLOMATIQUE

L'opinion publique sud-coréenne s'est du coup durcie à l'encontre du Nord, de nombreux Sud-Coréens souhaitant, d'après les sondages, un réexamen des programmes d'aide au Nord.

Le président Kim Dae-Jung, avocat de la réconciliation avec le Nord, a réclamé des excuses et des sanctions contre les responsables.

Le candidat du parti au pouvoir à l'élection présidentielle de décembre prochain a déclaré cette semaine que la politique de main tendue envers le Nord avait atteint ses limites.

L'incident naval a aussi été invoqué par les Etats-Unis pour reporter l'envoi à Pyongyang d'un émissaire chargé de renouer le dialogue.

La tentative de relance du dialogue inter-coréen, à six mois de l'échéance du mandat du président Kim Dae-jung, intervient dans un contexte d'intense activité diplomatique.

Le ministre russe des Affaires étrangères, Igor Ivanov, est arrivé vendredi à Séoul pour discuter des tensions dans la péninsule, et il doit se rendre à Pyongyang du 28 au 30 juillet. Son homologue chinois Tang Jiawuan est quant à lui attendu à Séoul les 2 et 3 août.

Dans l'intervalle, le ministre nord-coréen des Affaires étrangères, Paek Nam-sun, doit assister au Forum régional de l'Association des nations du sud-est asiatique (ASEAN), ce qui pourrait le mettre en contact avec ses homologues américain et japonais.

Le message nord-coréen propose aussi la reprise de projets de réconciliation, notamment le rétablissement des liaisons ferroviaires entre les deux Corées.

Le rétablissement de communications ferroviaires et routières avait été décidé au sommet de juin 2000 entre le président Kim Dae-jung et le dirigeant nord-coréen Kim Jong-il. Mais si le Sud a terminé la plupart des travaux préparatoires à ce rétablissement, le Nord n'a même pas commencé. par Paul Eckert

- UN JOURNALISTE DEVIENT PREMIER MINISTRE EN COREE DU SUD

Le président sud-coréen Kim Dae-Jung a nommé vendredi un nouveau chef de gouvernement, après avoir perdu jeudi la majorité au Parlement à la suite d'élections législatives partielles. Chang Dae-Hwan, directeur et éditeur du journal économique Maeil Business Newspaper, s'est fixé trois priorités : le maintien de la paix avec la Corée du Nord, l'organisation des Jeux asiatiques à Busan cet automne, et la préparation de la prochaine élection présidentielle en décembre. Le parti d'opposition, le Grand Parti National, désormais dominant à l'Assemblée, doit encore avaliser ce choix.

- KOTRA RANKS TOP IN PUBLIC CORPORATION EVALUATIONS

The Korea Trade-Investment Promotion Agency, or KOTRA, is undergoing a sweeping transformation, with its business performance ranking rising to the top of the nation's major government-invested corporations.

KOTRA won the first place in the government evaluation of public-corporation chief executives' job performance in 2001. The agency ranked second in the Ministry of Planning and Budget's overall evaluation of 12 major public corporations in terms of business performance, profitability and service improvements in the same year.

In addition, KOTRA's ranking in public corporation customer satisfaction surged to the third place in 2001 from the bottom in the previous two years.

Until as recently as two years ago, KOTRA had been regarded among the pack of inefficient and loosely managed state corporations, as the agency used to take the bottom spots in various public corporation evaluations. But KOTRA has gone through a broad restructuring in all aspects of operations, including customer satisfaction and exploitation of overseas business opportunities, since April 2001, when Oh Young-kyo, formerly vice minister of commerce, industry and energy, took office as new chief executive officer.

As soon as his inauguration, Oh directed a drastic restructuring of KOTRA's vast domestic and offshore organizations under his three-point management motto - customer-oriented organization, performance-oriented operations and merit-based personnel management.

The foremost task implemented by Oh was to shift the operational focus from the agency's headquarters in Seoul to its overseas business networks. He has expanded KOTRA's overseas network of Korea Trade Centers to 98 cities in 72 countries and relocated as many as 62 headquarters staffs abroad. As a result, the manpower portion of KOTRA's headquarters and overseas offices has been reversed, with the overseas personnel exceeding the headquarters staff by 1.5 fold.

"The main function of the KOTRA is to expand exports and foreign direct investments in Korea. We will pursue the best service quality and customer satisfaction," said Oh. "Large numbers of competent personnel should not be forced to stay at the headquarters amid the rising customer (local exporter) demand for overseas business expansion," he said, explaining the background for his strategy to push for a drastic paradigm shift in KOTRA operations. He also delegated full authorities to the chiefs of the agency's eight regional headquarters.

Internally, KOTRA's 11 domestic offices in as many provincial cities were given greater tasks to exploit export potentials among small and medium-sized companies. Under Oh's merit-based personnel management policy, an annualized salary system was introduced for all of KOTRA personnel, with a number of mid-ranking but competent staff promoted to the ranks of team leader or executive level posts.

KOTRA's so-called "sales representative service" is also rated as Oh's another important achievement, as it has caught on with domestic small firms and ventures incapable of setting up independent overseas sales and information-collecting networks. In return for an annual fee of between 1.7 million won and 2 million won, the agency offers full follow-up services, including the provision of new buyer and market information and surveys of buyer responses. It also negotiates with potential buyers, supports customers' business trips and manages buyer relations. Besides the representative service, KOTRA is busy operating a matchmaking service between Korea's provincial trade missions and their overseas partners and buyers.

Seeking to cope with the export slump of late, meanwhile, KOTRA President Oh recently announced a revised overseas-market strategy calling for the expansion of shipments to Latin America, China and the Middle East by more than 15 percent.

"KOTRA will step up efforts to help local exporters diversify the destinations of their shipments to Latin America, China and Europe. At the same time, Korea's export lines should also be diversified, with the focus shifting to digital audio-visual goods, wireless handsets and other value-added items," said Oh. "In cases of disputes with advanced countries, the presentation of faithful explanations, cooperation with local importers and distributors and the filing of petitions with the WTO, among others, are important. In developing economies, expanding human networks is more important, as their import regulations tend to be enforced arbitrarily in accordance with the political powers."

Under the new strategy, the KOTRA has also selected a total of 29 countries, where the annual import market is in excess of $100 million but Korean goods secure less than 2 percent in market share, as the targets for intensive marketing efforts. In particular, the state-run agency is to embark on a variety of marketing activities, including product exhibitions and dispatches of trade missions, in Europe, which accounts for 18 of the 29 potentially strategic markets, KOTRA officials said.

KOTRA was established June 21, 1962, as a nonprofit governmental organization to pursue the national policy goals of maintaining the trade balance and building a self-reliant economy. For almost four decades, KOTRA has contributed to the development of the Korean economy through various trade promotion activities, such as trade information, market research services and business matchmaking.

In August 1995, KOTRA added cross-border investment promotion and support for technological and industrial cooperation projects to its mandate, assuming its present name of KOTRA. The Korea Investment Service Center (KISC) was established within KOTRA July 1, 1998 as the country's sole authorized investment promotion organization, vested with the function of providing foreign investors with one-stop service intended to cover everything from investment plan consultation to settlement support. To provide a comprehensive service to meet the foreign investor's every need as a one-stop window, KISC is staffed with experts from various ministries and related organizations.

On request, KOTRA introduces importers to the most appropriate business partners in Korea through its wide-ranging inquiry network as well as business meetings held year round. KOTRA also operates a Buyer Service Center at its head office, where buyers visiting Korea can receive assistance in arranging business meetings with Korean companies and collect information on Korean products and suppliers. KOTRA also organizes trade missions to enable Korean companies better penetrate world markets. It also organizes international exhibitions in Korea and arranges the participation of Korean companies in similar events overseas. Each year thousands of domestic firms participate in KOTRA-organized international trade fairs and exhibitions. KOTRA operates the newly built Seoul Trade Exhibition Center (SETEC) in southern Seoul, which has been designed to offer a state-of-the-art venue for foreign exhibitors on very attractive terms.

- "BANKS MERGER, THE NEXT IS SHINHAN BANK-KORAM BANK"

Owing to the Seoul Bank Acquisition of Hana Bank, the banking industries got started in reorganization.

Shinhan Bank and Koram Bank, which can hardly survive independently, seem to find a way out of the difficulty positively such as a merger of two banks or amalgamation with the Korea First Bank.

Experts indicated that this amalgamation is just a sign of the large-sized bank.

Kim Seung-yu, the president of Hana Bank said on August 6, that the bank would move into the first or second place through additional amalgamation. Kim Jeong-tae, the president of Kookmin Bank said that this merger of two banks just meets the basic conditions for the survival.

It means that the banks will seek the large-sized organization through merging continuously.

Started as an investment banking in 1071, Hana bank changed its organization into the bank in 1991 and then has developed with rapid progress for 10 years.

? Reorganization of Domestic Banking Industry ? As of the end of March, the assets of Hana Bank and Seoul Bank are KRW 82 trilion, the third place after Kookmin Bank (KRW 194 trillion) and Woori Bank (86 trillion). It is forecasted that the Hana Bank will be ahead of Woori Bank owing to the recent growth.

Besides, the Shinhan Bank (KRW 66 trillion) and Koram Bank (36 trillion), which were evaluated as a top-ranking bank, will be shaky and unstable. Koram Bank falls into the second small bank, after the Korea First Bank (KRW 27 trillion). This bank has the smaller branches of 227 than the Korea First Bank (392 branches).

Experts said "Banks must seek the large-sized organization because there is no niche market in Korea." Because of it, experts are skeptical about the possibility of the independent survival of Hana Bank, Shinhan Bank and Koram Bank except Kookmin Bank out of top-ranking banks.

Han Jeong-tae, the analyst of Mirae Asset said "Korean banking industry firstly must survive by extending the size because it is in a transition period. The Hana Bank established a footing of take-off firstly"

? Imminent Shinhan Bank and Koram Bank ? There will be the visible results from a discussion on the amalgamation of Shinhan Bank and Koram Bank.

One official of the commercial bank said, "JP Morgan and Carlyle, the large shareholders of Koram Bank had the different opinion on this amalgamation. However, this merger will be progressed because the bank can hardly survive independently."

Sung Byeong-su, the analyst of Kyobo Securities said "As the stock price of Koram Bank is higher than a book value, it showed the opinion difference with Shinhan Bank. However, there is an affirmative opinion on the amalgamation owing to the decrease of the recent stock price."

However, if Carlyle that acquired stocks for KRW 6,800 per share desires a higher earning rate, the amalgamation can be delayed.

Experts forecasted that the Korea Exchange Bank and Chohung Bank would progress as a financial holding company. The analyst of the securities company forecasted, "the Korea Exchange Bank and Chohung Bank have been concerned about the incapable acquisition of other banks and non-attraction as the bank for acquisition.. Accordingly, they will seek the independent survival through the financial holding company"

- EUROPE TO INVESTIGATE KOREAN CHIPMAKERS

The European Union is planning an investigation into whether some of the world's top semiconductor makers have been getting state aid from the South Korean government.

The announcement came from the Commerce Ministry in South Korea, home to many of the market leaders including Samsung - ranked number one - and Hynix, in third position worldwide.

The EU action follows a complaint by Infineon, Europe's biggest player in the sector, that the South Korean government is subsidising the industry.

It comes barely a month after the US Department of Commerce said it was beginning a probe into alleged price-fixing in the market for DRAM, the most commonly made form of memory chip.

These memory chips are needed for the manufacture of computers and mobile phones and demand for these chips can be volatile.

Last year, DRAM prices dropped to below cost amid rampant oversupply, before picking up again sharply earlier this year.

Denial

The EU is likely to send a mission within three months once manufacturers have answered a questionnaire on their behaviour, a Commerce Ministry official told Reuters.

"Of course, we've made it clear that we haven't provided any subsidies," he said.

The companies concerned also deny receiving any help from the government.

Europe is the third biggest foreign market for South Korea's chipmakers, receiving about $2bn or 14% of the country's total semiconductor exports.

State banks

Part of the problem, according to Infineon's complaint in June, is the ongoing bailout of Hynix, which has been trying to recover from bankruptcy.

The on-again, off-again saga has seen a takeover by US rival Micron, the world's second biggest DRAM supplier, falter while two massive bank bailouts have kept the company just about afloat. But because the bailouts - including debt write-offs and rollovers and a 3 trillion won debt-for-equity swap - involved state-run banks, Europe believes this could potentially be classified as state aid.

"It was done by creditors, not the government," the ministry official told Reuters. "It was inevitable in the process of restructuring." Source : BBC - 24/07/2002

- CHAEBOL UNDER PROBE

The Fair Trade Commission (FTC) has decided to look into the country's six biggest chaebol to check whether they were engaged in inter-subsidiary trading.

The anti-monopoly body yesterday announced that it has asked 20 affiliates each of Samsung, LG, SK and 20 subsidiaries of Hyundai Motor, Hyundai and Hyundai Heavy Industries to submit financial statements and accounting books by Aug. 3.

It is the first time since 2000 that the chaebol are to be investigated.

The probe has touched off speculation that the government is seeking to place chaebol under close scrutiny ahead of the presidential election in December.

The commission flatly denied allegations of politics, saying ``The inquiry is just part of our normal business''

``Our look into the consolidated financial statements shows that inter-subsidiary trading has not declined. That's why we have asked them to provide more information,'' an FTC official said.

The official did not rule out the possibility that the FTC will further deepen the inspection, saying ``If our review on their documents points to illegalities, we may dispatch our staff to the chaebol for on-site investigations.''

A chaebol executive said that ``it could be an abuse of administrative power for the commission to investigate us at a time when the unstable U.S. economy and depreciation of the dollar threaten the economy.'' kt-kim@koreatimes.co.kr

- BNP-PARIBAS SE RENFORCE EN COREE DU SUD

BNP-PARIBAS vient de conclure un accord pour acquérir une participation de 50% dans Shinhan Investment trust management, filiale du groupe sud-coréen Shinhan Financial Holding. Ce dernier est d'ores et déjà détenu à 4% par le groupe bancaire français. Cette acquisition permettra à BNP-PARIBAS de se renforcer dans la gestion d'actif. Le groupe Shinhan est le 3ème groupe financier du pays.

- BNP PARIBAS ASSET MANAGEMENT SIGNE UNE ALLIANCE STRATEGIQUE AVEC SHINHAN FINANCIAL GROUP

BNP Paribas Asset Management et Shinhan Financial Group ont signé le 9 août un protocole d'accord pour la création d'une filiale commune avec Shinhan Investment Trust Management Company, filiale a 100% de Shinhan Financial Group.

Conformément aux termes de l'accord, BNP Paribas va acquérir 50% (moins une action) du capital de la société Shinhan Investment Trust Management Company. Celle-ci prendra le nom de 'Shinhan-BNP Paribas Investment Trust Management Company' et sera détenue à 50/50 par Shinhan Financial Group et BNP Paribas Asset Management.

BNP Paribas Asset Management est un des acteurs majeurs de la gestion d'actifs en Europe avec 161 milliards d'euros d'actifs sous gestion a fin juin 2002.

Vivien Levy-Garboua, membre du comite exécutif du groupe BNP Paribas et responsable du pole Banque Privée - Gestion d'Actifs, a déclaré : 'La création de cette filiale commune s'inscrit dans notre stratégie qui vise à développer une activité locale de gestion de fonds sur des marches à fort potentiel, en partenariat avec les acteurs les plus performants et réputés. Il s'agit d'une étape supplémentaire de notre partenariat stratégique dans les services financiers en Corée, dans lequel BNP Paribas apporte son savoir-faire technique et son expertise en matière de ventes croisées, et bénéficie du vaste réseau de distribution de Shinhan.'

Cet accord de partenariat, qui intervient après la mise en place de la nouvelle entité fusionnée 'GoodMorning Shinhan Securities', va permettre à Shinhan Financial Group d'accroître sa compétitivité en développant rapidement son potentiel de ventes croisées.

Selon Choi Young-Hwi, Vice-Président de Shinhan Financial Group : 'La participation de BNP Paribas dans les activites de gestion d'actifs de Shinhan Financial Group, va nous permettre d'offrir à nos clients des produits financiers plus securises et plus performants. Cette filiale commune sera une composante majeure de Shinhan's One Portal business model.'

La nouvelle entité 'Shinhan-BNP Paribas Investment Trust Management Company' devrait être opérationnelle à partir de septembre 2002, une fois le changement de nom et la transaction sur titres réalisés. Son objectif est de devenir le cinquième plus grand gestionnaire d'actifs en Corée d'ici 2005.

Cette nouvelle filiale commune dans la gestion d'actifs illustre la volonté de BNP Paribas et de Shinhan Financial Group de renforcer leur coopération, après la création de filiales communes dans le crédit a la consommation (avec Cetelem) et dans la bancassurance (avec Cardif).

- WAVECOM CHOISI PAR EVERKOM

Wavecom SA (Nasdaq: WVCM; Nouveau Marché: 7306), n°1 mondial des fabricants de solutions sans fil complètes, annonce aujourd'hui la signature d'un contrat avec Everkom Industrial Co., Ltd., l'un des fabricants les plus dynamiques de téléphones portables en Corée du Sud.

Selon les termes du contrat, Wavecom fournira les modules WISMO Quik Q2403B pour les futurs téléphones mobiles MGD-100 GSM/GPRS d'Everkom, ainsi que tout le support d'intégration nécessaire. Le contrat porte sur une commande initiale de 200 000 unités.

Le lancement du téléphone bi-bande MGD-100 est prévu pour le troisième trimestre 2002 en Chine et plus tard en Europe et en Amérique du Sud ; il sera vendu sous des marques différentes. Les caractéristiques-clés du MGD-100 incluent le GPRS, le WAP, des jeux, des sonneries polyphoniques 16 tons, un agenda et la transmission de données infrarouges.

- LE FABRICANT SUD-COREEN DE TELEPHONES MOBILES, WONU, ADOPTE LES DERNIERS MODULES DE LA GAMME WISMO PAC

Wavecom SA (Nasdaq : WVCM ; Nouveau Marché : 7306), n°1 mondial des solutions complètes de communication sans fil, annonce aujourd'hui la signature d'un contrat avec Wonu Telecom Co., Ltd., un important fabricant sud-coréen de téléphones mobiles.

Wavecom fournira des modules de la série WISMO Pac P3200, et en assurera l'intégration dans le nouveau portable WGM-1891 et dans un autre modèle de téléphone GPRS. Le lancement de ces deux modèles est prévu pour le dernier trimestre 2002 en Chine, puis dans un deuxième temps, en Asie du Sud-Est, en Australie et au Moyen-Orient où ils seront vendus sous d'autres marques. Ils seront équipés de la technologie GPRS jusqu'à la classe 10 et d'écrans couleur 64K. Le contrat prévoit une commande initiale de 200 000 modules WISMO Pac.

De par ses dimensions (45 mm x 32,5 mm x 5 mm) et son poids (seulement 11 grammes), le WISMO Pac est la solution GSM/GPRS la plus compacte du marché. Grâce à son design breveté Column Grid Array™ (CGA) qui assure protection et connectivité, il peut être automatiquement posé et soudé sur une carte, comme n'importe quel circuit intégré. Il est ainsi particulièrement adapté aux chaînes de production à grands volumes.

La nouvelle série WISMO Pac P3200 offre toutes les fonctionnalités voix et données GSM/GPRS. Elle permet en outre aux fabricants de téléphones mobiles et de PDA de développer des écrans couleur personnalisés.
